I, Melvin Santiago, have been an influential member of the Vanguard Justice Society since 2010, and in 2011, I assumed the critical role of sergeant at arms. Serving under the esteemed leadership of past presidents Kenneth Butler and Lisa Robinson and current president Natalie Preston, I have significantly contributed to the organization’s mission. The Vanguard Justice Society is a pillar for officers seeking justice and supports those dedicated to maintaining integrity within the law enforcement system.

My career at the Baltimore Police Department, spanning over two decades, has been marked by exceptional skill and dedication. Beginning in the Southern District, I quickly established myself as a committed officer, dedicated to community safety and employing an analytical approach to crime prevention. My expertise led to my involvement in several specialized narcotics units. I played a significant role in tackling complex drug-related crimes across Baltimore, thereby reducing crime in parts of the city. Additionally, my role as a crime analysis and report management officer allowed me to enhance departmental operations by providing data-driven policing strategies to my commanders.

My promotion to the sergeant role allowed me to showcase my leadership and strategic planning abilities. I effectively managed a sector in the Northern District, demonstrating my excellence in operational management. This was further recognized with a role in the Chief of Patrol’s office, where I contributed three years of service, enhancing patrol operations and officer readiness. My increased understanding of the department's operations from a higher position within the organization, coupled with the support of the executive command staff, bolstered my supervisory skills and leadership confidence.

As a lieutenant overseeing the Southern District's midnight shift, I have leveraged my extensive experience to lead a team of supervisors and officers. The focus is on crime reduction and community engagement during the challenging overnight hours. My leadership style characterizes a firm commitment to ethics, continuous improvement, and proactive community policing.
